Those are the belltower's stairs of Piazza del Campo, there are a lot of steps.
From the top of the tower, you can see the whole city and the closer hills of Tuscany, it's a singular and amazing view, even if you can stay there at the latest for 15 minutes.
Just observing people who get down and come back to their normal point of view.
